Information Summary

PUBLIC INFORMATION MEETING

A public information meeting will take place at 7:30 p.m. on November 6, 2008 at the following location:

Beaverly Elementary School, 9777 Western Road, Prince George, BC

Representatives of the Steering Committee and the Regional District will be in attendance to answer any questions.

GENERAL DESCRIPTION

Beaverly and area residents will be asked to vote on November 15, 2008 in a referendum to decide whether to proceed with the construction of a community hall and the borrowing of funds to do so. Changes have been made to the original proposal to address concerns raised in the survey sent out earlier in 2008. The original service area has been reduced to more closely resemble the Beaverly Fire and Rescue boundaries and the suggested borrowing reduced from $1.2 million to $800,000. Reducing the amount of borrowing to $800,000 will lessen the anticipated tax burden to residents but will mean that obtaining grant funding and/or other sources of revenue will be necessary for this project to proceed. The steering committee has set a limit of three years to obtain these extra funds. A grant application has been submitted to the BC Building Canada Fund. An application to the Major Capital Project Grant Program offered by the Provincial Government is also to be submitted.

Properties in the Beaverly and surrounding area (see map page 2).

OPERATING COSTS

Estimated at $15,000 per year, to be recovered through property taxation to assist with the operation and maintenance of the proposed 4,160 square foot community hall. This $15,000 is included in the annual tax impact table that shows how the construction costs will affect property owners.

ANNUAL TAX IMPACT

The specific tax impact for each property will vary depending on its assessed value. Based on the 2008 Assessment Roll the tax rate for a residential property would be almost $0.30 for every $1,000 value of assessed land and improvements. The following example is for illustrative purposes only to give an example of the property tax level if the hall service is to proceed and the maximum $800,000 is borrowed.

ELECTOR REGISTRATION

To register as an elector, a person must meet the following qualifications:

• 18 years of age or older on General Voting Day;
• Canadian Citizen
• resident of British Columbia for at least 6 months at the time of registration
• resident of OR registered owner of real property within the voting jurisdiction for at least 30 days immediately preceding voting day, and
• not otherwise disqualified by law from voting.

VOTING DATES

The vote on the proposed community hall will be held in conjunction with the local government elections and is scheduled for Saturday, November 15, 2008. Advance voting opportunity will be provided on November 5, 2008. Voting opportunities and locations will be advertised in the media.
