Electoral Area F (Willow River-Upper Fraser) occupies 12,679 km² and includes Shelley, Giscome, Willow River, Upper Fraser, Sinclair Mills, Longworth and Penny. There are 1,249 residents represented on the Regional District Board by Director Kevin Dunphy.

Region-wide services provided include solid waste management, 9-1-1 emergency response, fire services coordination, regional parks, land use planning, building inspection and heritage conservation. Street lighting service and sewage holding tanks are provided in communities where residents have opted to pay for the service. Sinclair Mills has a community hall that is owned and operated by the Regional District.

Harold Mann Regional Park, named after a former local resident, is located on Eaglet Lake, 50 kilometres northeast of Prince George.
